Ms. Elaine Imbruglia is President of M&A, and has over 17 years of experience in ecological consulting and scientific studies. During her career, she has worked for the private, public and non-profit sectors. Ms. Imbruglia provides expertise in Environmental Resource Permitting, comprehensive environmental planning and strategic site design. She specializes in Mitigation and Conservation Bank permitting, and large-scale projects including Developments of Regional Impact. Other areas of expertise include wetland delineation and Formal Wetland Determinations; federal, state and local regulatory agency permitting; wetland functional quality assessments (UMAM, WRAP); listed species survey design, implementation and permitting through the USFWS and FWC; habitat conservation planning; wetland impact permitting and mitigation design.
Mr. Jim Modica has more than 37 years of experience in environmental consulting and permitting. Prior to founding M&A, Mr. Modica served as the Director of Permitting for the St. Johns River Water Management District’s Orlando Field Office. During his employment with the District, Mr. Modica co-authored the Surface Water Improvement and Management Plan for the Lake Apopka, Upper Ocklawaha River and Indian River Lagoon restoration projects, and also served as the Executive Director of the Lake Apopka Restoration Council. Mr. Modica also served as Vice Chairman of the Lake County Water Authority for a period of 11 years. Mr. Modica’s involvement with regulatory rule development, large-scale restoration plans and regional scientific studies provides M&A with invaluable resources and experience relevant to the Orlando Utilities Commission’s Environmental Engineering Design Services SOQ.
